 MOTIONS SUBMITTED BY = THE RISK=20 MANAGEMENT COMMITTEE AND ADOPTED BY THE PTCYSA EXECUTIVE COMMITTEE AT = THE=20 12/15/99 MEETING:

 

PTCYSA Risk Management Committee:  Stephen Fox, Chairman, Dan = Christensen,=20 & Gwen Rower

 

MOTION A

ADULT = SUPERVISION=20 POLICY:

For the purpose of this policy =93adult=94 will be = defined as 21=20 years or older.

a.       =20 Adult supervision at all activities.  Registered coach or registered = assistant=20 coach should be in attendance.  = If=20 neither is attending the registered coach must appoint another adult to = act as a=20 supervising coach.

b.       Youth ages = 17 to 21 may serve as registered Assistant Coaches,=20 but must have a registered adult present at all activities where players = are=20 present.

c.       =20 No youth 16 years or younger may be registered with = PTCYSA in=20 any capacity as coach, volunteer, or administrator.

 

MOTION B

 POLICY TO PREVENT CHILD/SEXUAL = ABUSE AND=20 OTHER INAPPROPRIATE CONDUCT:

a.       =20 Two-Adult Policy: =20 Two adults should be present during all scheduled activities.

b.       Avoid = being alone with players in non-public settings.

c.       =20 Never be alone with one player (who is not a family = member) in=20 any setting, including a car.

d.       If two = adults can not be present, then insure that there is at=20 least three people (including yourself) present.

e.       =20 Profane, offensive, insulting, and abusive language = will not be=20 tolerated, either in the field of play or in the field=92s general = area.

f.        =20 Never verbally demean, negatively label, or ridicule a = child=20 based on weight, gender, race, sexual orientation, or any other = identifying=20 characteristic

g.       Do not buy = gifts or give money to players.

h.       Document = unusual situations and forward the documentation to=20 the PTCYSA President.

i.        =20 Avoid fraternization with players in non-sanctioned=20 activities.

 

MOTION C

EMPLOYMENT/VOLUNTEER=20 DISCLOSURE POLICY:

PTCYSA reserves the right to require a completed = signed=20 disclosure form from any individual wishing to participate in any = capacity=20 within our program.  = Failure to=20 provide PTCYSA with such a disclosure could, at the discretion of the = PTCYSA=20 BOD, prevent that individual from being allowed to hold any position = (voluntary,=20 paid, registered, or unregistered) within our program.

 

Specifically, the following individuals will be = required to=20 provide PTCYSA/GYSA a signed, completed disclosure form in order to be=20 considered for any position (voluntary or paid) with PTCYSA:

Coaches, Assistant coaches, league administrators, = officials,=20 elected officers, trainers, and other volunteers who deal directly with = the=20 youth.  Any person, paid = or=20 volunteer, who is formally registered with PTCYSA/GYSA will also be = required to=20 provide a background profile, regardless of whether that position deals = directly=20 with the youth players.  = This policy=20 will also apply to those adult referees who routinely referee within = PTCYSA but=20 who are not otherwise required to provide a profile.

 

Effective January 1, 2000 PTCYSA will conduct a = criminal=20 background check, as well as cross referencing the Registered Sexual = Offendors=20 List on any or all of those individuals providing such profiles.  While it is the intent of the = policy to=20 have all disclosures formally verified, the priority will be given to = those=20 positions that require the most direct interaction with the = players.  These positions would be = registered=20 coaches and assistant coaches, training staff, Executive Committee, and=20 BOD. 

 

The disclosures will be valid for two years, = although PTCYSA=20 can request a signed disclosure from any member at any time, regardless = of the=20 time lapse since the previous background check.

 

The GYSA/PTCYSA RMC will retain the confidentiality = of these=20 records.  Should PTCYSA or = GYSA find=20 evidence to deny any volunteer or coach a position within PTCYSA/GYSA, = PTCYSA is=20 not required to provide any person detailed justification for the = rejection of=20 that adult=92s application.

 

MOTION D

The RMC will publish a Risk Management pamphlet for = distribution to all coaches, administrators, and other interested = parties.  This brochure will highlight = the=20 policies of GYSA and PTCYSA with regard to proper risk prevention, as = well as=20 provide specific resources that can be referenced for more detailed=20 information.
